DOCUMENTS EXPOSE NAPTHINE VLINE SAFETY BREACHES

The Napthine Government is putting commuter safety at risk because V/Line trains are breaching passenger safety load limits on every line, Acting Shadow Minister for Public Transport, Richard Wynne, said today.

Freedom of Information documents obtained by the State Opposition show every single line on the V/Line network breached seating capacity and nearly all exceeded total passenger load permitted limits to dangerous levels.

Mr Wynne said the V/line Rail Load Standards Compliance Report from 1 October 2012 to 31 December, 2012 details hundreds of passenger load breaches including:

  • 676 total load breaches across the network – that is the number of passengers outnumbered the number of seats on 676 occasions;
  •  
  • 146 services breached the load permitted – that is on 146 occasions the safe level of total passengers was exceeded.

“These are serious safety breaches which put passengers at risk of injury should an incident take place,” Mr Wynne said.

“The blame for this overcrowding sits squarely at the feet of Premier and Minister for Regional Cities Denis Napthine and Transport Minister Terry Mulder – both whose electorates are solely serviced by V/Line services.

“When in Opposition, Mr Mulder promised commuters the world yet it took nearly two years for the Government to order new trains which are unlikely to be in service before 2015 – four years late.

“We have saturation overcrowding on the V/Line network where passengers are forced to stand in aisles, sit on floors and block doorways and the Napthine Government’s mismanagement is to blame.

“The Napthine Government doesn’t care about commuters and can’t be trusted to deliver basic public transport services let alone fix the current problems it has created through bad management and poor policy decisions.

“What Victorian commuters can be assured of is that under the Napthine Liberal Government their daily commute will continue to worsen as the Government prioritises an East to East road tunnel over rail improvements.

“In 2011 we had the farcical situation of Mr Mulder in Parliament screaming that he had ‘fixed’ Victoria’s transport problems, when the reality was he had made them worse.”

Mr Wynne said since being elected the Napthine Government had cut new capital infrastructure spending on public transport projects by more than $1 billion.      

“Regional commuters have every right to be asking why they have been forced to pay up to 20 per cent more for train travel under this Government yet services are constantly overcrowded, delayed or cancelled and are getting worse under Mr Napthine,” he said.
